since you manually increased the multiplier in BIOS to 38 and the base clock is 100 definitely you will get 3.8GHz instead of 3.6GHz, however that is considered overclocking which means the voltage and heat generation will also increase, now your getting 60 degrees celcius. For the temperature 60 degrees celcius, that is still in safe operating temperature athough that will make you a little bit uncomfortable i guess. If you go check the specification of your processor in http://ark.intel.com/products/75047/Intel-Core-i5-4670-Processor-6M-Cache-up-to-3_80-GHz you will see the Tcase 72.72 degrees celcius which i believe is the maximum safe operating temperature for your processor.
